J.L. Richards & Associates Limited (JLR) was established as a multidisciplinary civil, structural, mechanical, and electrical engineering firm in Ottawa in 1955, adding municipal planning to its core competencies a few years later.

From the outset, founders Les Richards, Art Fee, and Noel Kirby recognized the value of offering a comprehensive range of interdisciplinary services across the public and private building science and civil municipal sectors.

JLR forged a fully integrated architectural, engineering, planning, and project management practice through its commitment and ambition.
